Contentions raised by Council included arguments relating to:
- Issues regarding waste management, including on-site waste infrastructure, waste truck accessibility, and private vs. public waste collection,
- Rent control measures,
- Parking and vehicular access,
- Flood planning,
- Neighbour amenity concerns.
